Hello, Will,Thank you for taking the time to write us with your questions and concerns. Your points are valid ones that I am sure are shared by many in the community.
In light of the many questions such as yours, I hope our administration does the right thing and postpones a vote on this matter until adequate answers are given.
Please keep the questions coming. This is far too big an issue to be voted on without thorough investigation.

While I believe you should vote no on this proposal, I also believe that you should be making an informed vote. Costs
The current FAQ suggests that the build-out cost for the clinic is $700k to be taken from the sinking fund and says the following: "North will provide custodial service to this space as well. There will be no additional costs to GPPSS."
What is the anticipated cost to convert a clinic space, if the agreement is terminated or for any other reason, back to a classroom of equal or greater capability than currently exists?
Has the administration confirmed no additional custodial staff will be required to support the clinic? This clinic will be a medical facility with several rooms, it seems logical that the standard "classroom cleaning" will be insufficient for this space and thus require additional support.
Unmet Needs
The current FAQ says that major factors to submit the grant application included "students who struggle with access to health care, and students who have struggled with attendance and mental health."
How are we defining "access to health care" in this sense?
What is the number or percentage of students who are underinsured but ineligible for Medicaid in the District?
What is the overlap between services offered by the clinic and existing community options? Why are these overlapping services not meeting student needs?
What is the expected utilization of the clinic annually?
Will we be able to meet the minimum required unique user threshold when we submit the application for continuation in funding?
I have heard an emphasis on access to mental health services as part of this clinic. The contractual obligation seems to be for Beaumont to hire 1 LMSW for the clinic to work full time. Jeff Cook, during his presentation, said no staff member would work more than 40 hours. How many students will one LMSW be able to see in a month?
Has the District tried to meet these unmet needs in other ways? If so, what has been attempted and how/why have these efforts been unsuccessful.
Community Impact
The positive impact is cited in the district FAQ, but it does not appear any negative impact has been discussed.
"The anticipated value of the services our students will receive from the grant is approximately $350,000 to 400,000 annually."
How is this calculated, specifically? E.g., Average urgent care price * total clinic users? At $150/visit, this would mean the clinic would see over 2500 uses, or an average of 13 uses per school day.
Will this effectiveness be measured by Beaumont or the District? Will Beaumont review clinic utilization to determine whether to continue providing services at the clinic? Will the state?
Has there been an assessment done on the impact the clinic will have on other providers in the area? Grosse Pointe Woods has a high concentration of urgent care centers in the Pointes.
Can any other local sources of care seek out grants or otherwise find ways to lower their costs to compete with the clinic?
Bonds
The GPN Science building was paid for with bond money. Has this bond been paid off fully? What was the final cost to taxpayers?
Was any 2018 bond money used for the classroom to be converted?Alternatives
What other options were explored to meet the needs this clinic intends to solve with other care providers in the Grosse Pointe Area? Other partnership arrangements?
For example, if the issue is Medicaid enrollment, what is the cost of hiring a Medicaid enrollment professional to aid GP families in enrollment each year?--
