Subject: Re: Scholarship QuestionThen I guess I don't understand why this is on the agenda. If we are going to start requiring board approval for scholarships, doesn't it make more sense to table this particular agenda item until the Policy Committee can address the necessary policy changes that would entail? If the scholarship is already set up to go for this year, it doesn't seem like that should be a problem.

The scholarship was awarded last school year and maybe longer.
The building principals/superintendent have accepted the Ismail scholarship to be given in 2017 - 2018.
The student activity directors are in the process to help select the journalism students now.
It is a done deal for this school year.

Can you give me a little more background on why Ahmed and Mary Anne Ismail's scholarship is coming to the board? Does the board typically have to have a say on things like this? I have never seen it before as a board watcher. In looking at policy, the only thing I can find that relates to scholarships is policy 9700 E. Prizes/Scholarships, which states:
"The Board is appreciative of the generosity of organizations which offer scholarships or prizes to deserving students in this District. But, in accepting the offer of such scholarships or prizes, the Board directs that these guidelines be observed:
No information either academic or personal shall be released from the student's record for the purpose of selecting a scholarship or prize winner without the permission of the student who is eighteen (18), or the parents of a student who is younger in accordance with the Board's policy on student records."
I have a number of concerns about requiring board approval for scholarships, but if that is something we are going to start doing, shouldn't it go through the Policy Committee first? Is it fair to be holding the Ismails to this policy after the fact?
Dr. Niehaus, I will try to give you a call later today, but I wanted to get my concerns out there ASAP.
