Subject: Pre-School Programs Individually or Grouped Together are Not Cost/Revenue NeutralMr. Profeta,
Thank you for your email below re: tonight's agenda Items M and N, which I have requested be moved to the Information and Discussion portion of the meeting because of the lack of accessibility, which appears to be Internet Explorer-related according to our webmaster.
I totally agree with you that we should be keeping the programs cost and revenue neutral in furtherance of our Strategic Plan. My goal is to see them grow through re-investment of whatever amounts are left of an expense constant which would be applied uniformly to cover any unintended or urforseen needs of the three programs.
As you can see from the attached spreadsheet, in 2015-16, the parents in the Pre-K Program paid a $2,490 per child premium over the cost of the services they received while the parents in the Infant Program paid $3,455 per child under the cost of the services their child received. I don't think this is fair to the Pre-K parents.
With regards to your reference to keeping the programs revenue and cost neutral, even though they are discreet programs unto themselves, if you combine all three programs together, they lost money in 2015-16 and will lose money in 2016-17 according to the data provided to the school board by the administration (please check my math on this spreadsheet and if I am in err, please let me know and I will correct).
In short, there is a lot to discuss about these programs and how to best fulfill the Strategic Plan in their regard. My goal is to make sure that one parent isn't paying a premium so that another parent can enjoy a subsidy. I want to see all parents treated equally.
Please don't forget my prior offer of breakfast or lunch when convenient for you and your schedule.
Ahmed Ismail
P.S. As I was typing this email to you, I received a call from a parent who couldn't access the agenda hyperlinks using Safari.
