Thanks for forwarding this article. I can give you a LOT of history on this issue as my friends at Hanban who last visited and helped find a home for 15 of their students are coordinating the program in the United States.
In case you didn’t know, Lakeview is doing it and actually houses the students. Oxford is doing it. L’Anse Creuse is looking at it. ULS is offering Chinese and I believe is also researching a dorming environment. It’s a lot like the International Baccalaureate Programme is from a marketing and offerings standpoint—when out of towners looking to locate in the Detroit area are comparing school systems, they look to see if these kind of offerings are being made by the school systems they are researching. Many times, all things being equal, these kind of offerings end up being the tie breakers.
In my personal option, we made a huge mistake discontinuing the Chinese program, especially in light of the huge annual grant the Chinese government was giving us to help fund the program.

Ann Arbor schools could see an influx of international students as early as September. A new plan proposed to the Ann Arbor Public Schools Board of Education Wednesday evening would bring up to 200 students per year from China to the city's high schools. Superintendent Jeanice Swift said the number of students coming the first year would be well below that level, but it's too early to tell precisely how many will make the trip.
