Strategic Plan
Debbie Stair of the Michigan Association of School Boards (MASB) presented to the Board of Education in October of 2025 about the MASB Strategic Planning process. MASB was then chosen by the BOE to lead the Strategic Planning process for GPPSS. An update on the process was presented to the Board of Education on December 8, 2025, and January 12, 2026.
A Community Survey was conducted with a closing date of Friday, January 16 (after community input sessions were held). The survey asked the same questions as the input groups.
Input Groups were held with various community groups on January 13, 2026, at North High School:
- Administrators
- High School Students
- Secondary Faculty
- Elementary Faculty
- Board
- Community - open invitation
Between the survey and focus groups, over 400 community members provided input.
A Full Day Retreat was held from 8 a.m. to 4 p.m., on February 7, 2026, in the North Library. Over 50 diverse community members participated. The retreat included:
- A Superintendent Update per MASA specifications
- Data analysis of the state of the District utilizing various metrics (assessment, graduation rates, budget)
- Review and proposed updates to the district’s mission, vision and belief statements
- Establishment of key goal areas
An Implementation Meeting was held March 10, from 11-3 p.m. at Barnes School. A representative sampling of the administrators who will be charged with implementing the plan then:
- Reviewed Mission/Vision/Belief statements
- Reviewed the Overarching Areas the community group established
- Refined Goals
- Prioritized up to 3 Objectives for each goal area for Year 1
- Set a calendar by quarter to meet those objectives
Dr. Kaminski sent a draft to Dr. Tuttle for review who in turn shared this with the Board of Education. A formal Presentation to BOE was made April 6 as a first read. The Board will vote April 27 on whether to adopt the Strategic Plan as presented.
Once approved, a Summary Document will be posted here and available in the Superintendent’s Office.
Next steps to ensure success:
- Align the Strategic Plan with the MICIP Plans
- Align the Strategic Plan with the 2026-31 Budget and beyond
- Develop and implement a reporting/Board monitoring calendar
- Develop and implement an internal/external communications plan
- Develop and implement action plans for each identified objective
- Create opportunities for stakeholder involvement
- Schedule a One-Year Renewal
